The University Council is the University's governing body for its strategic affairs, ensuring accountability to the public, social responsibility and a rapid and effective response to environmental change.
Main functions of the University Council:
Affirms the vision and mission of the University;
Submits changes to the University's Statutes to the Seimas for approval;
Approves the University's strategic and development plans submitted by the Rector;
Elects, appoints and dismisses the Rector;
Determines the guidelines for the selection and evaluation of the staff of the University;
Determines, on the Rector's proposal, the cost of tuition fees and the amounts of fees not directly related to the implementation of the study programme;
Determines the total number of study places, taking into account the possibility of ensuring the quality of studies and scientific and artistic activities;
Considers the annual estimates of the University's income and expenditure submitted by the Rector and approves the report on the implementation of these estimates;
Approves the annual activity report of the University submitted by the Rector;
Student representatives on the University Council:
The two members shall be appointed and dismissed by the Student Representative Body in accordance with its own procedures. One is a student and the other is a person not a student or staff member of the higher education institution.
